Dr. William C. "Bill" Ellis Bill Ellis is a syndicated newspaper columnist and convention and conference speaker around the world. He lives in Scott Depot, West Virginia. A charter member of Putnam Rotary, Ellis was named West Virginia "Rotarian of the Year" in 1999 -2000.
